Pier open and free but …
$53M later the pier is open but the kiosk is yet to be tenanted and the penguin viewing platform is closed from 6 pm daily (long before the little creatures return from foraging).
Meanwhile, Parks Victoria (who run the pier) are in tense negotiations with EarthCare St Kilda to provide volunteer guides to inform visitors when the viewing opens.
